Have a chat with your other servers when the match switches. Make an agreement for noone to login to wvw until 5pm – 10pm for example.
Now noone gets outmanned, etc.
Anet has to fix nothing either.
If you cannot accept different people play at different times you should not be playing the format that has a neverending design and then coming here kittening about it. Or atleast don’t take your casual weekend swims so seriously.
It’s not a fixable issue.
Maybe if they were to label servers just for wvw this would give you less of a chance to be outmanned and always having players ready, but that kind of defeats the purpose of the whole thing.
You are always getting outmanned one way or the other. Nothing to do with timezones.
