Have the bloodlust buff apply to your borderland and PvE, not EB or other borders. You can still neutralize buffs in other borders but not gain them.

it will stop imbalancing WvW while simultaneously attracting attention to WvW from the PvE crowd when they keep seeing buffs popping on them.

The point of the bloodlust buff is to make the 3 borderlands have an impact in eachother.

As for buffs affecting PvE, WvW bonuses already do that and no one cares.
