One of the very real problems in any large organization is manpower, building it, training and retaining. Recruiting can be focused at an individual, team, guild or server level. With the free server transfers ended what effects have been seen on your recruiting efforts? Are you still advertising for guilds to come to your server? Are you actively using the guest feature to bring folks over and run in your teams?
What do you do as a guild member, server leader to bring people into WvW? Are you running recruiting events? Are you using direct engagement? Are you bringing people into game from other platforms?

Cookies are nice, folks always go for free stuff, food or gear. Are you going to spend the cash on the next piece of siege or on the recruiting effort?
