Regeneration stack intensity to counter condi
That would make some classes extremely OP like druid, ele and engie which fart regen.
It would be awful, adding another problem to the game to address an (arguably) lesser problem. And, not that I play pve, but it would bork the balance over their too.
Sorry, I don’t mean to sound abrupt or unsupportive, but a simple change to implement can cause huge problems. Imo, your suggestion falls into that category.

Bunkers particularly boon ones don’t need any more “love”.

You would have to first nerf Resistance. Imagine Glint / Mallyx Revenant …
I would suggest just the opposite to actually balance the condition / boon meta game.
We need less conditions (i.e. combine Vulnerability into non-damaging conditions, combine Cripple/Chill/Slow into one type, combine Bleed/Torment (add the move and take more damage to it with Bleed), etc.) and then reduce durations dramatically. This would inherently make condition removals far more powerful to counterplay the condition spam meta.
On boons, combine Aegis with Protection (ICD added to Aegis), combine Vigor and Stability, combine etc. There would need to be tweaks on percentages but it would open up actual counter-play to boon spam/boon strip/corrupt too. This may pigeon-hole Necros/Mesmers further so spread the strip component (Engineers, Eles – the “utility” class components, a Ranger pet).
The meta is just so dry right now
