It’s fine, get some healing power if you want to buff up the hp per tick. It’s meant as a HoT. Your main heal is meant as a direct heal.

Regeneration boon is not meant to mitigate fast-paced front-loaded damage. Protection is the boon you are looking for.
Regeneration has a higher uptime than many other boons and is mainly there as a secondary healing source. Your heal skill (usually) will be the primary heal with regeneration as just an added plus.

Look at the Regen Ranger builds (especially before the last nerf) and regen thief builds. The key to making regen work is in combat mobility. This is often done with dodges (Ranger) and stealth (Thief). Mix in some protection and suddenly a modest hit point pool becomes very difficult to burst or whittle down.
Spike heals can open up some builds to cool down fatigue. For example the Guardian and Ele are often susceptible to burst after the Guardians big heal or Ele leaving water.
On my thief I will often strafe a player and watch them pop all their skills, stealth until those skills drop and then unload knowing they are in almost complete cooldown. That tactic rarely works against regen builds.

you can get regen up to 400+ per tic if u really want to…most heals have a down time on ~12 sec so that’s 4800 health you wouldn’t have, i give perma regen to my party’s all the time and they have tanked me because its saved them while there heals were on cd
