I guess it will cause a lot of Chinese guilds to migrate. Pity they couldn’t come up with a couple of SEA/Asia/Oceanic servers for this region.
From what I could pull from that link, it look like they are doing it to counter the threat of private servers (with better latency I guess).

OK it appears that May 2 is some kind of closed beta test date for these new Chinese servers.
Will ArenaNet really restrict these servers to Chinese only? Or will they just be a Chinese language servers like the specialized Euro servers? Or will these Chinese servers be separate from the NA/Euro servers?

Guild Wars 2 – China server to enter debut test phase soon
Nothing really new here, since the English server has been live for some months now.The China server will enter its debut test phase on 2nd May, with publisher being KongZhong, famous in the country for hosting Wargaming’s World of Tanks and its subsequent titles.

Game Director Colin Johanson was at the official reveal ceremony, and did reveal that ArenaNet is looking to add unique Asian designs to the game in order to make the players feel closer to home. These include gears, costumes and artwork.
