I have noticed that since the day the patch hit, i often have a lot of lag triggering my abilities in wvw. When i ask in map chat several people confirm having the same issues.
Now this is where it gets interesting:
I spawn at EBGs and inside my base abilities trigger just fine. I move forward and outside the spawning point and abilities start lagging again. Then its on and off. Outside wvw abilities trigger just fine.
I have no latency issues
So, is this related to the recent culling change?

is not an bug, check orange swords on map, when there are masive battles on map (70 vs 100 vs 80 ) , server ussage go up to 100% and only basic attacks will work untill the battle is over .
WvW was designed with such large battles in mind. Naturally it would require the game engine to cope with the expected. However it does not and shows a peculiar delay in the recharge of skills. This is exactly what a bug does. Something unexpected. Something that’s not supposed to happen.
If everyone just stands still and accepts it for what it is, it’ll never get fixed. Stand up for the game you like to play, and maybe we’ll be able to see a fix in the future. Or an expansion on the servers’ capabilities, which seems to be the bigger part of the problem.
Only time this happened for me was the weekend after the WvW patch when all three servers decided to try for SM. Except I was also stuck in a wall which was far more annoying than being unable to activate utilities.
Happened to me too. Doesnt matter if I’m in the middle of a zerg or somewhere alone. The lag is incredible after the 26/3 patch. I rarely had any laggs before. So I’m starting to want the culling back! At least I was able to use my AoE Spells and kill the invis enemies. But the lags are even worse.

I don’t think this is a game engine issue but rather a server-side one. Though it could also be client bandwidth issue as well. If anyone could chime in with super fast internet on their skill lag post culling removal in big fights? I have 20/5 mbps and I still get it occasionally in huge fights.
75/7.5 mbps here; still getting hit by the lag.
But yeah, agreeing with those that say it isn’t a bug per se. It’s just a kind of performance problem. Would be like saying it’s a bug when any kind of server goes down due to a DDoS attack… but that doesn’t mean it shouldn’t (and hopefully will) be fixed
It’s not a client bandwidth issue, it’s just the server that in big fights doesn’t manage (example: 100% usage) to send/receive updates on what’s going on to/from every client in real time, causing the skill lag
