Do any NA servers ever drop below VERY HIGH population anymore?

If so what is the time frame(PST, CST, EST) do they dip down below those standings?

I have seen this too, every NA server is on Very High population, never high, never medium. This makes it extremely hard to transfer servers even to a t7/t8 server will cost as much as Jade quarry, even though there is a massive populatoin gap.

I agree after some floods of guilds xfered to my T2 server WvW just isn’t the same and I was looking to xfer down to a lower tier server. Yet everything is Very High pop which is just a large chunk of gold to xfer down in the WvW tier.
