I understand the gripe people feel here as when I first started playing this game a little over a month ago our server was consistently [Outnumbered]. It’s frustrating and I agree 110% that when things get lop-sided it can become extremely detrimental to server morale and will in some cases result in an outright surrender. But I just want to say that;
I’m not sure that WvW can ever be “fixed.” Technically it’s working properly. I’m not sure how we’re matched up right now but before the season began I understand that we were matched against similarly sized servers. People would often complain that it was broken and not working properly when it actually was. It matches servers on size, not WvW participation size. It wouldn’t make sense to match servers up based on how many people go in to it on a daily basis because at some random time a whole flock of people may decide to join and that would really mess things up for the other servers.
Also, there can’t really be a cap. In WvW, you can come and go as you please. There’s no time limit to how long you’re in there and you’re not required to stay for any period of time. If you want to join for 30 seconds and go you can do that. That’s why it can’t be capped. If for example Sever A has 50 people participating and Severs B and C have 50 people participating things are even. If Sever A has 20 people leave and is reduced to 30 people how can you balance it out again? By kicking 20 people from the other two servers? That’s really about the only way and I’m almost certain you’re thinking that would be a load of sh_t if that were the solution they came up with. So I’m just saying that unfortunately there isn’t any way WvW can be evened out. Well… There ARE ways, more than what I’ve mentioned, but none of which many people would enjoy. So our only real way to make things work out are by recruiting. Get more people in to WvW and treat it like a war effort, our servers are our country and we need more people to fight for the cause. No war has been won by complaining about it being unfair until the enemy says “you’re right, we’ll kick some dudes so it’s even.” So get those bodies moving and bring some new bodies in! The more opponents the better, that’s what makes WvW so awesome!

The main issue with wvw is that it is a 500v500v500 24/7 hour a day fight. Few servers can queue up maps during none primetime hours and few can queue up all maps on a none reset day. The amount of wvwers for server decreases during those SEA/oceanic times and you end up with 200v50v100 wvwers on all maps. It would be unfair to decrease the population caps or increase the queues on one server because another server has less wvwers. Then again it is underfair to the lower population servers if they play during a timezone that has few wvwer on. 4 wvw maps tends to be to much for some servers wvw population during a 24/7 fight.
Also server ranking were base on how well the server did against one another. The wvw guilds and player will always be in wvw. The Casual wvw join if their servers wvwer are able to competing or win the current match-up. The current ranking were not based on overall population but wvw activity.

In answer to your question about people leaving IF there is a soft cap in place. Your example of 50v50v50 with 20 from one server leaving. Now its 30v50v50 so the cap is then placed at 30 instead of 50. People on the server with 30 people are allowed to join with no que which will raise the cap each time someone joins. The servers with 50 will not have any new players enter the match until people either leave or the cap gets raised based on the lowest populated server. Rather than being unequal 100% of the time the match then becomes unequal a sliver of the time. And thats all assuming that the server with 20 people leaving had 0 people in que to replace them. The cap is a great idea
Apart from WvW having other problems atm I think a cap that would actually work well would be complex. Or at least it wouldn’t work as intended …
I don’t think it’s a good solution to prevent even more people from joining a map. Imagine it’s primetime for your server and you can’t join a map/ any map, because one server doesn’t have anybody on the map(s). It’s meant to be endgame-content which shouldn’t have too many restrictions. It’s bad enough as it is atm.
I’d prefere a reasonable buff for the outmanned. Such as more points for kills or takeover of towers. I don’t think a buff of stats would do the job.

Which is the lesser of two evils though? a completely broken WvW system or people complaining about que sizes? They are coming out with that queless WvW map so people can always engage in WvW regardless of que. Something that strongly needs to be considered here too is the fact that one server wouldn’t necessarily have a crazy low amount of players playing IF the matches were a lot more even. You would definitely see a spike in participation. I don’t think a soft cap would make populations so low to the point that it ruins WvW
Or have choice to merc for the other side until servers level out and que pops…. Nothing more fun than running across a guild mate and doing something silly just to get them (in good fun of course)
