Servers with free transfers?
aka the list that says screw servers 16-19.

It doesn’t say screw anyone. It says if you’re going to transfer to bronze league, transfer to the bottom of the league instead of stacking the top half.

16-19 are also in the bottom half and SoR should have been there since last month. I suppose ANET wants to concentrate WvWers in the select spots and let the other servers draw WvWers from each one’s PvE and PvX population, coping with it if they can.
T4 is the server group that got “boned”. Almost nobody is going to transfer to a T4 server. Transferring to 16 is likely a guaranteed 400+ tickets and probably 500.

Free transfers are just a bonus, it still up to the servers that got the freebies to make their server as attractive as possible for random transfers or to be able to negotiate transfers with WvW guilds.
