Honestly, the two best roamers, in terms of power build usage that I’ve seen have been power Druid, and out good old friend zerker Daredevil.
Druid is a downright immortal kitten once you learn it and how to cycle skills and know how to play against the enemy. I’ve seen guys go 2 and 3v1 with the build and not die just from a combo of skill and the fact the build provides so much sustain.
Daredevil is pretty straight forward. It’s just a boosted version of what thief has always been. Run in, spike hard, dodge their panic return attacks, then finish them off. It’s a really double edged sword though. Miss the timing on one of those dodges, and you will get hit HARD.

What I want is a class that’s, “Power Build”, competes well with Condi builds, and has ways of blocking/transfering/cleansing conditions.
And before you say, “Well every class has ways of doing that”, I know that too….

i use a power necro build that has reasonable condi clear, coupled with boon rip/boon corrupt and of course raw power. trade off is of course, you are a little squishy in terms of base health. But with the reaper shroud (aka 2nd healthbar) u always have that advantage. not to mention that the sheer rate at which life force is generated (lifeforce is used for reapershroud) makes u tankier than most classes.

By far the most dangerous power builds I meet 1v1 are warriors. For dpsers like thieves, rangers or elementalists* they become increasingly squishy the more damage they have (or start hitting like wet noodles the more tanky they are). The skilled warriors that can combine heavy melee damage with kitten near immortality due to hp regen often wins. Cant knock em down, cant apply much condi pressure, cant do kitten.
*elementalists can seem tanky but most run the one-trick pony lightning build, if one avoid that and get good burns going they fall like rotten timber.

Since you are an experienced player, please treat it just as a rough guideline for stat totals and playstyle rather then a preset to copy+paste like most scrubs do. It plays a lot different from your regular default mesmer builds, i’ll describe below. Its also a very flexible build that can perform well in roaming as well as mid and large size group situations with simple swap on couple utility skills + couple gear pieces (not all, just a few).
So here goes:
Mirror healing skill with reflect, decoy + blink are critical to the build. For roaming, you may want to change well of precognition to whatever suits you, but I do well even with the well slotted. For group play, you may want to replace the elite signet with whatever suits your group at the time.
Important notes:
Bonusses from passive ring of humility, saffron bread and rune of melandru all stack REAL freagin nice, really, really nice. So be mindful if you change these, you will lower the effectiveness of the build quite a lot.
Gear wise, simply replace more zerker or valk or knights for roaming, and more soldiers / wonderers pieces for group play. I also like to occasionally throw in 2-3 pieces of Magi. I tend to have 2 armor sets and rings, 1 offensive and 1 defensive, running same rune, so I can swap as little or as much in one direction or the other to whatever is my comfort zone for any given situation. You can obviously go cheap exotics instead of ascended to see how it works. I run sigils of Generosity and purity because sigils have internal ICD of 10 secs, so its no good to run same procs on both weapon sets, but these 2 are different procs while achieving roughly same effect.
Use mirror not just to heal but also for reflects, especially vs things such as rangers casting barrage etc. Its on 12 secs CD so almost spammable, do not worry about healing too much, you get it from other sources.
On shatters, this is very important: Do not just spam clones / phantasms and insta shatter. You want to have your phantasms up a couple secs. They do a lot of damage but also heal you a LOT. Also, because of chronophantasma, if you do a shatter with at least 2 phantasms up, you end up with 3 illusions after the shatter, this is very nice and good to take advantage of.
Time your continuum split well, obviously, to get most out of whatever you decide to do. With superspeed on illusions on shatters this gives you huge amount of combat control, especially on small size encounters.
Do not be afraid to shatter only 1 or 2 illusions, if you need to or see a good opportunity, pop it, don’t wait. Use your shatters for the following: condi cleansing, healing, effects such as evade, daze etc. The actual shatter DPS is the very last consideration in this build. Basically you can outright LOL at any condi or CC build in any 1v1 situation. You can very comfortably go 2v1 once you get the hang of the timing and combat rhythm.
Overall you have a right down stupid amount of cleansing, stun breakers, evades, reflects, healing and damage reduction. I like to pop out a couple clones and stealth up then immob from stealth via sword 3 and just auto attack for like 2-3 secs so my opponent does some big attack on me, then I pop sword 2 and let them waste it while I do damage to them simultaneously hitting F1.
Staff is the defensive weapon and its superb in this. The phantasm heals you a lot while doing relatively good damage from long range, you might wanna pop it out then stealth up if you want to regain health and need a coupel secs for CDs. Staff 2 is yet another spammable stun breaker + teleport, staff 4 is your pint blank or high defense when or if everything else is on CD, do not waste staff 4.
Staff 5 and Well of Precognition: These play unique roles. I like plopping them down under myself when a thief or 2 decide to unload on me. Don’t just waste them. You want to bait your opponents into melee and have them commit to a larger move or combo, I trust their effects are self explanatory. Staff 5 or well of precog if you need stun breaker + stab, with staff 2 at the end of its duration +F1 or F2 is an excellent triple combo that does a lot of damage + gets you out of harms way + cleanses + heals +stun breaks +reflects all at same time. In addition, if the opponent ranged hits you instead of waiting while you have your chaos armor on from the combo then they’re just screwing themselves.
Sword + offhand:
Sword 2, sword 3 and torch 4 are important. Sword 2 is one of your evades, you want to save it. best thing is use sword 3 to immob, let your opponent hard commit, hit sword 2, then dodge forward directly through your opponent and hit torch 4 or decoy and continue moving. If your opponent takes the bait from decoy (which happens most of the times) and decides to unload, dodge or go behind him while stealthed, pop torch 5 and proceed with whatever combo you want once you are behind him. You can also weapon swap here and pop staff 3 + staff 2 then go into whichever shatter after 2 secs or so.
Stealth:
Use it to confuse your opponents, and I don’t mean the characters, I mean the guy or gal behind the monitor as well as to gain boons and heal up and reset your CDs.
For group play: may want to replace elite signet with Mass Invis or timewarp, up to you, you provide quite a lot of support, boons, AOE stab, spammable AOE cleanses (yup, your cleanses are AOE, not just you), with full defensive gear on you can get just under 25k health and 3300-3400 armor allowing you to keep up with and in the frontline.
Mobility: you have a passive 25% + blink with reflect which is relatively low CD.
For roaming, you can eat anything for breakfast, some warrior and ele builds (stance focused berserkers and sustain focused eles) are a bit tricky, warrior, jsut wait out the stances and confuse them with targets (clones) then simply go to town on them, eles, you have to time your inturrapts as well as field combos, let them think they got you in their fields at point blank while you pop your evades + do damage at same time. Once they realize there is nothing they can do they attempt to run so you want to have your blink + immob + daze ready.

Warrior has always been a good roaming class, even from the HoT Release – adrenal health buff time period. They’ve held up being good at 1v1s for a long time now too.
Zerging I’d suggest either a hammer-sword/warhorn stance or shout build, shouts still aren’t very good but you can make them work for you if you’re on top of your game.
Roaming you can use plenty of builds, almost all of which having a greatsword in them, Sword/shield, axe/shield, and hammer if you’d like. You’ll usually use Berserker Stance and Endure Pain, with the third slot being open, I suggest either Outrage or stab application.
The main thing to remember though is to land your bursts, if you miss one 3 bar burst you’re going to be in trouble, if you miss 2 in a row it’s over 9/10 times. Also, P/P thieves will kill you almost every time if you stay and fight them as double melee.

I like you have recently seen the light. I use to be a condi crutch meta running bucket head.
I’ve discovered a whole new feel to power necro, it’s really fun and I typically deceive other roamers because I run old school death shroud, I’m click bait.
Some HoT classes can be a pain to deal with but you’ll find you are challenging yourself by running the old school stuff and when you get to spike that “oh so OP HoT build/class” you’ll feel accomplished.

Play a power build Elementalist or a Warrior….
Both have mobility, both have great condition control (which is needed for roamers), both have skills with multiple uses, both can be versatile depending on if you want to roam, havok or zerg, both have good forms of hard CC and soft CC, Ele shines more in group play but Warrior can soak up a lot.
I think your post is a little vague which is why you’re getting answers like these… I’m sure if you said x, y and z class which of these would be best for power then people could actually help you out a bit more.
….. And Elementalist.
Warrior. The new builds are very strong vs condi and with their defensive sustain extremely difficult to bring down for any class when played well.
Tempest. Particularly the bunker Tempest. It won’t outdamage many foes but can easily stand in on a 2v1 or better situation.
