We could take all unique materials required for legendary gears and put them into reward tracks. So instead of do dungeon for “gift of X” or do hot pve for “gift of X”, we take those and make them wvw rewards instead.

I would exclude “common” materials that can be purchased with gold or farmed.

Great idea right?

And hwhat do you expect do the afk pve players do, if rewards get interesting?

I think the distribution of stuff you need for Legendary items across all game modes is in an OK state now.
If WvW needs any reward track, it is one to be more independent from PvE farming for mats that are required for tactics & improvements (e.g. Flax Fiber, pigments, dust etc.).

Umm, you can already do this. Do the WvW reward tracks for dungeons and you will get enough tokens to buy the Gift of the Nobleman etc.
