With this new patch, you can see on which bl are your friends/blocked players playing.
So once you added as friend(or blocked) the enemy commander, you always know on which bl is he.

For me, it was fun to guess on which bl is the enemy force, watching the outnumbered buff and keeps/towers for flipping.. Now its easier to do.

Is it a bug (“exploit”), not tested with players?

To me this is a huge improvement and i dont sent friend requests to enemy commanders much often lol

This is a great move. It adds a lot more strategy to the game. Look at it as scouting.
