I played in wvw tournament and completed the achievement, I stop playing for 2 month so that I can take some classes in the summer, I came back online I still haven’t receive any ticket from the wvw tournament. Is the tournament still going? Did they pass the ticket out yet?

You will get the tickets and your chest from the Battle Historian in one of the wvw maps.

There was an issue with rewarding chests so tickets given out previously were voided and people needed to visit the historian to receive their rewards.

where is the historian located at?

Did you transfer at any time during the Season? You can read about the Season and rewards in the appropriate thread over in the WvW sub-forum, or likely in the wiki.
