Basically when a tower/keeps changes possession… it is considered tier 1.
When it has upgraded walls and doors, people consider it tier 2.
When it becomes fortified, people consider it tier 3.
You get the upgrades by purchasing upgrades at the tower vendor, and getting supplies in via dolyak to complete upgrades.
There’s no ‘requirements’ for purchasing the upgrades. Walls cost 10 silver, doors cost 15 silver, and fortified costs 50 silver I believe for towers. Keeps are a bit more expensive.
Anyone of any level can talk to the upgrader on each tower to queue the upgrade.
It does use supply in the tower/keep however, in addition to the small cost.

I hear a mix of “paper keep” and “T3 tower”, so I would hold off on daubing with that brush.

You are all doing this incorrectly.
Flipped is T0 or paper.
T1 is the first upgrade, reinforced walls
T2 is the second, reinforced gates.
T3 is the third, fortified walls.
Otherwise T2 is a really ambiguous label because it could mean that just the wall is upgraded or it could mean that the gate is upgraded as well.
