Very Freaking High Populated server
Well its kind of stuck in a limbo. Players will transfer regardless of the price precisely because the population disparity is so bad and hurtful to their wvw experience. Anet would also not want players to collectively organise a mass transfer to the cheapest server and being happy with their decision for a long period of time.
The only time they would need to decrease the price is if there was little reason to transfer i.e. the expansion (hopefully) bringing a fairly balanced population to all servers unless all new players do their homework but not enough and think that the place they want to be is the ‘#1’ server.

Indeed this has been complained about many times since mega server was added. The system or cost needs to be changed.
As said, the only reason to move server now is to change WvW server. PvE players are thrown into a server and if a busier server get a free spot they are rewarded for accepting to move to that server.
It seems totally unfair that WvW players have to pay to get a better gaming experience, IF the server they want to move to isnt already full!
And when main WvW guild get bored or if too many players transfer to their server, they then feel like moving to another server, and their old server plummets down the ranks; take SoR for example, was rank 3 now fallen down to rank 17.
Who wants to spend 1800 gems only to find themselves back down in bronze after a few months and needing to spend another 1800 gems to move to another more active WvW server!

Can someone possibly explain me, why servers from bottom of WvW laderboard are still Very High?
Samething happened on NA. It’s because populations are based on server activity rather than for WvW.
It all became a problem after the $10 sales. All the ‘cool’ names became full because of the new players that didn’t know any better. Darkhaven/Dragonbrand etc. hover around full status but their WvW performance is mid-tier.
The Warrior turns to the guardian and says, “Did you hear something?”
Guardian replies, “No, but how’d the elementalist die?”
They should have shunted the new accounts toward the lower tiers imo. If in doubt try to help the lower tiers gain population. Of course there were many current players buying accounts to place them in a mid- / high-tier, but for the new players it would have benefited the lower tiers most of all.
One issue we are having in upper tiers has to do with people buying $10 copies and putting them on a server that is mid-high tier and basically using it as a placeholder more than anything else.
I wish that ANet had a method/means to classify population based on WvW rather than just number of accounts on a particular server(and really how hard could it be to average the total number of players that enter WvW in a given week, and reclassify the server’s status?).
