Do you think ANET should run some population analytics during each hour of the week to determine a maximum queue count for each matchup each week? The analytics would assign a max number of players in a map for each server at every hour of the week, every week. For example, consider a particular matchup that has 1 server with predicted 50 players at 4 am and the other servers with predicted 20 players at 4 am. The maximum queue for a map would then be set to 30-35 based off of analytics. This would really limit the capability of nighttime zergs to just clear and flip entire maps.

The data should be collected for a while and the maximum queue would be adjusted every week for each server.

Your argument is flawed because activity brings the players. This is completely dynamic and can change in minutes.

If you want that to work, you only need to scale PPT on total population, not lock maps behind a limit.

I’ve been saying this for years. I’ve also advocated for more bonuses for being outnumbered. It makes sense, but so far, no traction with Anet.
