What exactly do you like doing in WvW? And what class do you play?
As a rule of thumb imo, Supply master (4 ticks) build/repair master (~2 ticks) should be mandatory. From there it really depends on what you like doing and what class you play. If you run with the zerg and are tanky, Ram mastery is good (minimum of 3 but 5 is really good) AC (2 ticks) is great to have as well. Then from there you can do cata/treb mastery, maxed treb is great for everyone to have because of the supply drain on cows.
Last defense against guards and guard killer are things every one wants and should have at some point but due to the cost I’d get some of the stuff listed above first and slowly work your way to maxing theses. That said if your main focus is roaming and you rarely join the zerg, these become much better to have. More so then a siege mastery.

On a side note, I tried to build a ram the other day when a small group was fighting in front of a tower door after another world captured it. I learned quickly that everyone has to put in their supply to build it. =)

Yup thats where build mastery comes in handy, allowing you to put more supply in faster allows for it to be built faster. And since you’re a guardian, you’ll be spending a lot of time close to the door and you have self stability, Ram Mastery is a great thing to have.

4 into supply master, 2 into build master, then dump it all into defense against guards. You are a guardian. Whats better than more hit points on a tank? It is a long road but well worth it.
