i have a 80 thief and i really want to make a charr warrior should i make a warrior or keep my thief what is better for wvwvw?

It depends. How do you like to play?

Unless you’re really attached to the way the Charr looks, or you like cultural armor, roll another race. I have a Charr warrior, and I don’t like the way any of the armor looks… I realize some people do, and I like their lore, but I would gladly buy a race change so I can look at decent fitting armor every time I use that character.
