About 3 months ago Wokfoo from Rekz made a guide for BP and he gave specific numbers for all classes.

-26k HP
-3k attack

Now what I want to know, how did Wokfoo arrive at these numbers (toughness and vit)? Are these values still current after the April 15 update? Rekz is a respected guild and I trust his judgment but I wish I knew how this theorycrafting is done.
The numbers seem to be in the right ball park, except for ranger and engineer the 16k health is low. With so low health they better stay in the backlines at all times. I personally run both ranger and engineer with considerably higher vitality. Elementalist and Necromancer can get away with less armor and higher power than you stated, if they run with a really good guild group.
Commanders should in general be as tanky as possible.
