People refer to WvW tier #, what do people mean by that?

Are people referring to which group your server is in for http://mos.millenium.org/matchups#NA ?

For example Jade Quarry, Sanctum of Rall and Blackgate are in Tier 1 for NA?

The Tiers in WvW determine the amount of WvW activity, coverage, and skill of the various servers. Tier 1 has 24/7 coverage multiple large guilds during every timezone(Oceanic/SEA/EU/NA). Every tier below that will have less fights, coverage, and skill required to be competitive.

I’ve been in almost every tier now, and there really isn’t any connection at all with tiers and skill. Tiers are strictly population and coverage.
