What happened with Major WvW Overhaul?
The voting that we have been doing is going to be the major part of the overhaul.

Tyler BNo player facing features for the ‘WvW overhaul’ were started until after HoT shipped. The frequently referenced ‘1 year of development’ refers to our efforts to restructure the WvW backend to actually be flexible enough to support these types of player facing features that we are working on now.
So yes population control options(linking), reward tracks, scoring changes, QoL changes, are part of the major overhaul that were started on recently or after HoT. It’s being released in pieces now rather than waiting on shoving it out the door at the same time.

It has been partially released; reward tracks are live (and awesome by the way); world linking is being tested; stability and other fighting mechanics have been tweaked to bring back melee. The scoring system changes are still be developed. There are several dev posts on this.
The last round of WvW centered patches was a solid effort as others have noted. They are reworking scoring which is a waste IMO but that is what the community voted on.
IMO they won’t have a real scoring/WvW overhaul until they find some mechanism for balancing the populations better. Linked servers generated more fight activity but do not address address the giant flaw “fair fight” problem found in most RvR or WvW systems.

They are trying to revert all the damage caused by HoT first.
