didn’t RiOT transfer like 2 weeks ago? Surely you could see that the ratings gap from T6-T7 was huge and also that the number of guilds to challenge you would be few and far between in that tier?
1 up 1 down would just mean servers yo-yoing up and down with a server sandwiched in the middle not moving anywhere. The extremes would be even greater.
For example next weeks US T2 on a 1 up 1 down would be on current scores:

Maguuma
You would expect JQ to win massively and move back, Maguuma to come 3rd by a long way and move down again and TC to stay T2.
Both systems have their faults, 1 up 1 down isn’t some kind of holy grail that will save wvw boredom.

Glicko does need changing to something more reactive even if one up/one down is flawed. Saying that guilds like RiOT only have themselves to blame for transferring in to lower tier, and persuading others to do the same, without bothering to think of the consequences. You were also warned repeatedly afterwards about it, but seems this still didn’t sink in.

Possibly true but which is worse? Your scenario where you have a blow out one week, or the current scenario where half the servers have been getting blown out for 10 weeks or more. I would rather a system of win one week lose the next than lose nonstop against the same server for 10 – 15 weeks straight.

true, probably the lesser of 2 evils. From my own perspective the rating system works ok, but that’s because I play in the middle tiers where it’s designed to work best. The problems lie at the top and bottom tiers or when a mass exodus on a server happens.
I can imagine it sucking pretty badly.

This was pretty much guaranteed to happen when you joined a T8 server, I think.
Also, I might be being slow, but I’m confused about what your aims are overall.
You came down to the low tiers for better fights… but now you want everyone to stop fighting you (http://puu.sh/2UFzW.png) so you can tier back up?!
So you don’t want to fight now at all, in the hope of mythical better fights in the higher tiers you already left? I’m starting to think that whatever you think you’re looking for, it doesn’t exist.
Is it just that you want to be on a middle tier server, in which case why not just join one in the first place..?
Anyway… I REALLY don’t mean this in a flame-y way (it’s hard to get tone across online!), just want to get some clarification on what it is you’d like to happen. I’m not convinced that tiering up will solve your problems, whether it’s by Glicko manipulation or Anet adopting another system.

The two primary reasons that RiOT transferred were 1) to escape skill lag… 2) so we could log into WvW as a guild – which the free transfers to SFR prevented.
We wanted to be somewhere in the middle about tier 4 or tier 5 but on a medium populated server. GH didn’t want us, so we went to RoS and in the first week moved up a tier.
Since then we have been sat top of our tier for weeks now. There are times when we are ticking over 500+ and losing points. So obviously, winning makes zero difference.
Our transferring to a different medium populated server was compatible with Anet’s over all strategy to even up the servers. So we played ball with Anet… we ask that they sort out the point system in return.
Plus, it is not just about us wanting to move up a tier… it is about wanting to play a mix of different servers.
We want variety… if we wanted to be top all the time, we would never have left SFR. We would be quite happy staying in our current tier, if each week we played a different set of servers.
