vendor transferred to Fissure of Woe because of too much blobbing on other servers.
He is talking about the newish armor merchant that you can get a bunch of different armor skins from, for badges. This guy http://wiki.guildwars2.com/wiki/Armor_Master

The vendor only works for level 80 chars. And before someone asks, if you actually level to 80 in the WvW map, it won’t show up the new stuff until you leave the map and enter it again it seems. Or so I remember it happening on my alt.
