The Provisions Master now has a sixth pip that allows players to buy Heart of Thorns™ recipes, sigils, and runes from the Heroics Notary vendor for proofs of heroics and gold.

trying to find him. I am not seeing 6 pip on the dude that I get Hero points from via wvw….

Make sure to add the last 20 ability points to -

Provisions Master
Cost World Ability Point

It will then unlock the 6 pip on Heroic NPC https://wiki.guildwars2.com/wiki/Heroics_Notary
