Will wvw have separate balance?
Wvw uses pve skills system, so in a way… yes? depends how much they wanna screw with pve numbers, which could screw up wvw.. we’ll see.

Erm WvW is a PvP mode, that it uses PvE gear doesn’t alter that, which is why for example WvW uses the same reduced rate of damage for retaliation that sPvP uses (33% less), rather than the higher retal damage that is used for PvE.

Because they didn’t split the retaliation skill for pve/pvp, all they did was reduce the damage in the pvp/wvw zones. You can go back to the old discussions on how ebg had the reduction but the borderlands didn’t at one point.
WvW uses pve gear foods and oils, spvp uses it’s own gear with premade stat limitations, they both use the same skills/traits since they haven’t had the tech to split them easily, but now apparently they do. There is a difference in numbers for each, wvw/pve has a wider variety of stats, while spvp is more restricted. So for balancing purposes it makes sense to side wvw with pve than spvp.
If they can manage to split wvw into it’s own then cool, all the better as they can then pump the damage and buffs in pve if they want.

I actually don’t have a problem with wvw/pve skills being the same because Wvw is more about larger scale combat, so changes to retaliation (and Mesmer skills that caused confusion to large numbers of players in the distant past) were important. I’m not saying wvw can’t benefit from a skill split, but I think it’s a lower priority than spvp. Given ANET’s limited resources, wvw skill splitting would be a lot of work and wouldn’t necessarily address the real problems with wvw (e.g., giant blobs, server linking, glicko ratings).

Which is entirely irrelevant to the point, they still balanced retal in WvW on the basis of how it plays in a large scale PvP mode, rather then it being “PvE”, because they are two entirely different things.
So for balancing purposes it makes sense to side wvw with pve than spvp.
It makes absolutely zero sense (as the retal treatment shows), WvW is a mass scale PvP mode with some small scale PvP on the side, and the requirements for it as a PvP mode are entirely different from PvE, ideally they balance WvW by itself, but if they don’t then it makes much more sense to balance it on sPvP as it is closer to that than PvE, that it uses PvE stats is irrelevant when compared to the core issue of it being PvP and not 10 players hitting a boss in a raid.
But then I guess as the game mode is basically dead at this point, it is all rather academic…
