WvW setting.
I do not see why there is nothing implemented where your groups recieves your boons/heals rather the nearest people to you. Why even have a group if you can help them with your boons/heals at all? Prioitization is a must if anet wants this game to evolve into a more skill/organization based game rather then this mindless ZergvZerg.
Boon Heal Priority:
Group>Guildmate>Random player>Pets/clones>NPC
Is this really something Anet completly ignored? Or am i missing something here?

Anet wants zerg v zerg not skill based players.
But i agree that your group should be prioritised when in range
Yea it seems kinda silly that we need to avoid our own forces if we want things to land where they are intended.

The order is: near → far and it is a stupid mechanic discouraging organization and proper party setup.
At least the players over NPC part is right, as you can easily see when trying to speed up a yak with 10 people sitting on it, soaking up the buffs.

The reason it is this way probably has more to do with being efficient. Instead of having to search the entire radius for your party members first, it just finds the 5 closest players and cuts the search.
Maybe if parties actually split up a little bit they could self buff each other instead of all standing in a blob of 30 people on pin hoping everyone gets the buff. I know that’s not feasible since they have to stay blobbed to make sure they don’t all get hit by aoe. I’m sure people want to buff their parties first so long as each party has a guardian, ele, and necro. Wait, this game doesn’t have a trinity!

To be clear, the OP’s guild never runs in a blob and never stacks up while fighting… pretty much ever. To have to stack together to get buffs is a ridiculous mechanic.
