So my question is for the WvW community will there be an update the the Provisions Master Ability? So that we can get access to the new elite specs, recipes etc for the proofs of heroics like you did with HoT.

And that question cant be answered untill this weekend when wvw community get to play the demo wvw weekend.

I expect it will be updated, although it’s interesting that the new Elites are being introduced in a PvP/WvW beta and not PvE. Does this mean Anet are looking to balance these for PvP and WvW instead of giving us whatever fits in PvE?

It means that they want to get feedback rather from seasoned, competitive players, who actually do look into the deeper mechanics of their class. It also means that at least one game-mode won’t be impacted during the beta from any possible exploit that could be introduced by these new classes.
Note, I don’t say PvE players are bad on a individual case.
They just have a far greater saturation of casual players on average amongst them, so feedback from this overall population would negatively impact any conclusions drawn from this beta, and therefore also worsen the results that PvE players might get.
The map beta already gave a-net valuable clues about the trends within their PvE crowd when it comes to world / event design. Now they just want to focus on the classes themselves.
