Dear ANET,
As it stands your current reward system for WvW tournament is as follows: Rank 1 server best reward , Rank 2 server 2nd best reward, Rank 3 server 3rd best reward and so on. This generally causes players to mass exodus to stack a server so they can get the best possible reward, with the least amount of effort. Also the Meta WvW achievement reward chest can be completed in little less than a weeks time in WvW. Generally speaking a server will see a huge WvW population increase in the first 2 weeks and then drop off drastically as the Meta achievement is completed. These people are never seen again, which leaves the hardcore players to fight for a better reward. My question is that why should players that show up, finish the meta in about a week and disappear get just as good a reward as someone who’s out there fighting for their server day in and day out? You’re right they shouldn’t.
Thus I have come up with a possible solution or at least an idea to curb WvW transfers and over stacking servers, while at the same time ensuring people that do put in effort week in and week out are more rewarded for their efforts. The changes I propose are these. In the next season BREAK up the WvW achievements into smaller weekly achievements. Instead of 1 Big achievement break it up across however many weeks the tournament runs for. Now here is where you can alter the Meta achievement reward at the end of seasons. Right now server 1 gets 400 tickets, server 2 350 tickets, server 3 300 tickets and so on. But by breaking the weeks up during a season you can give everyone a shot at possibly getting the max reward. The new meta achievement could be worded as follows Completed 9 of 9 WvW tournament weekly achievements. Then you could scale reward not to how stacked a server is but on how much you participate in WvW on a weekly basis. As now reward is not on how well a server does but in how many weeks of participation you completed.

Anet wants transfers for the cash. IMHO its cynical and short sighted but it has to be why they have done it.
