In the top 5 tiers, it’s the case that one server is annihilating the other two. Yes, we’ve heard about the multiple exodus’ of guilds from various servers to others. No, I’m not placing blame on any guild or alliance and the band wagoners that have decided to transfer. However, it is pretty clear that this current mechanic is sort of flawed.

How is this fun? Aside from the first day or two after resets, there is no rarely any challenges that the winning server faces. Morales are crushed in the losing servers and people lose the will to go WvW.

How do we make WvW more enjoyable and fair to all servers? Or is this not how it was meant to be?

Is this the result of free server transfers? Is this just how things will be until an equilibrium is reached between servers? Or is this to continue until something new is implemented?

Arenanet never said WvW would be balanced. You can’t balance the huge groups of players fighting. Having said that, swapping the Orb and Outmanned buffs would at least make it more enjoyable.

Well according to your post there isnt a solution.
The problem is people and you can’t fix that
People start losing, they either stop playing or transfer. Both of these issues are due to players.
Players ruin WvW
Even with the 24hr transfer, people still choose to abandon their servers for greener pastures.
Until you take away the transfer you will continue to see the same thing over and over again
