I feel that I have the perfect solution to 2 of the most common complaints about WvW: Population imbalance and queue times.
I think that players in long queue times should be given the option of mercing themselves out to less populated servers while they wait for a spot on their own server. This merc character would have a lower priority than players wishing to join their own servers wvw, and would be kicked out to make room; will never be told which server they are actually playing for, and will always be placed in the lowest populated wvw team so that all 3 always have roughly equal populations at all times, but will never be placed in their real worlds opposition.
This way, if a world is heavily populated, that world will always be comprised of members of that world, but instead of having to queue for what I hear can be several hours, you can go play other instances of wvw while you wait.
If a world is underpopulated and is constantly being steamrolled, the population would be boosted to somewhere near that of the opposition to give them a chance. If there was a sudden inrush of players from their own world later on in the day or if it is prime time, or the opponents population dropped the mercs would be sent to a different instance.
The mercs would automatically be transitioned back to their own world once it is their time in the queue. The team with the most of their world playing would still have the advantage, perhaps the mercs could be affected by mercenaries bane, and there is no threat of having regular players moved to their own world like the mercs would.
Perhaps there would have to be additional anti griefing measures put in towards mercs if this were implemented, but I do feel that this is the most direct method of solving server population inbalances in wvw.
