my question is what exactly does the arrow or no arrow mean when im lvl 56??
So yesterday i was in WvWvW roaming by myself as a lvl 56 Eng found a Necro with no arrow downed her/him 3 times then found a Warrior with a Up Arrow next to lvl and took him down then i thief with no Arrow by lvl
trying looking on forums but couldnt find anything on it

If the player is lvl 80 in the PvE world, they will not have an arrow.
If they are lower than lvl 80 (like you at lvl 56), they are buffed up to lvl 80 in the WvW world and will have a green up arrow next to their name.
Since you are not lvl 80, you will have a green arrow next to your name when enemies target you. The arrow denotes upscaling in the WvW world basically.
{As an aside, good job downing a natural lvl 80 necro with a lvl 56 toon. They must be severely undergeared for their lvl and or play very poorly. Grats.}
In WvW the up arrow means they are not lvl 80 yet and there stats are being increased to a lvl 80 and there armor. You’re level 56 so you would have a lvl 80 beside your name with an up arrow showing you’re not actually lvl 80 but your stats are being increased
The arrow is basically a ‘gank me’ indicator and should be removed in my humble opinion. Too many enemy players focus on such players because of the potential ‘easy win’.

Thanks was fun downing her 3 times on the 3 she downed me as well and her/his 4 or 5 minions where on me was fun still trying to work on my Eng

I actually agree with removing it because it causes people to pick and choose their battles too easily.

The “kill me” part of the green arrow has amazing bait potential – you can be surprisingly tanky at 50+, particularly as necro/warrior, and a hilarious amount of people don’t expect it and end up suiciding into your team.

I leveled 34-80 pretty much entirely in WvW. I never had a problem. I died the same amount I am dying now at lvl 80. So to say it is an “easy win” means you are doing something wrong.
I said ‘potential easy win’. You may still come across level 80 players who are simply terrible at WvW
