One of the problems with most wvw at this moment is the population imbalance and spread of timezones and playtime.
i think the servermatchmaking system and player community/transfers are the best way to counter this by far, its not a big solution for the problem but it might help a littlebit.
This could happen to your server if you are outnumberd by a certain precentage
or a second option could be that this happens when a server takes over X % of the worldmap
more npcs defending and or atacking.
faster respawns on the npcs.
npc could have more hp and or more dmg.
They could use any combination of these options.
This could all scale and be dynamic depending on the amount precentage your server is outnumberd. All the tech should be in the game for this because it happens with dynamics events all the time.
What this does is slow down the the larger population making it just a little harder to take over bases when outnumbering a server
it could only be a small buff not really super noticable the numbers dont really matter its more about the idea.
this would help outnumberd servers at any given time without direcly effecting the score or playerpower.
What this does is it gives you a little more time to react to atacks.
You can just assault that 1 suply camp and be back in time to defend your keep.
Your 5 ppl can hold of just a little longer vs the 25 hitting your gate for backup to arrive.
Instead of the whole map taken over at a certain time it takes them longer to take over the wole map or they just take over a little less. Or you can gain ground back faster.
I think this is a small thing that could help without having to much effect not turning wvw in player vs npc but giving the outnumberd server a fighting chance or a time to react without getting steamrolled as fast as is happening at the moment.
Now the only tricky thing is wvw is 3servers and when 1 server outnumbers you the other server might not.
I do think it gives the 1 our 2 outnumberd server less reason to atack eachother
and focus more on the stronger one. the scaling could work in a way it takes all 3 server population into account. im sure there a ways to get this right for anet.
For all i know this is already happening and i typed this for nothing but i just didnt notice it but if thats the case i think its a litte undertuned.
