They’re in this constant fall animation but they can move forward. I wasnt just seeing things because the npc guards got riled up.

Could have been a collective hallucination.

Or else magic.

Either way, screen it and report it. That’s an exploit.

Saw the same thing on kaineng borderlands, a mesmer would float through the gate at Bay, and port their zerg in, and not 3 minutes later, people are reporting the same thing happened to hills.

they flew again. no walls or gates down from outer at hills, been like that for more than 24 hrs. then all of the sudden swords pop up, inner gate down and boom they capped.
