Yes, it was the borderland maps and that changed when they added the ruins.
Each borderland used to have a huge lake in the center where the ruins are now with an island where quaggans and krait fought each other, capping the shrine there gave you quaggan npc allies. Unfortunately if your enemy had it…you had to kill quaggans. Although there was a funny thing, every once in a awhile, golem bankers or other npcs in a keep would suddenly drop dead from a lightning strike from a quaggan outside, it was hilarious.

Random enemy players were also briefly struck with lightening for tiny damage and put into combat for a brief second. Always gave me a chuckle. Okay not always.
Knighthonor, you may also be thinking of “Novotl Grounds” near the center of the southern-most edge of EBG. It has water, naga, is in Eternal and is still there for you to enjoy. But the water is only Asuran-face-high deep, so these might not be the naga you are looking for.

EB does have Darkrait Inlet south and center.
Those lightning strikes also damaged the siege you placed around.
