"Like Clockwork" achievement is bugged?
Possibly a silly question, but are you sure you’ve actually converted quartz into charged quartz four times? It’s possible to get charged quartz straight out of your home instance node.
I believe you can only transform once per day. Perhaps you didn’t time it right?
You probably got one from mining a node and din’t notice.

I have highlighted my 4 charged quartz with the second circle, on the left.
And yes, I have timed it right and I remember all 4 transmutations.
