The arrows are her attack route, while the crosses are symbolizing the targets maybe?

Is it wishful thinking for a new explorable area, or are the two western-most dots to the WEST of Brisban and Metrica and NORTH of Rata Sum?

The black dots look like that map where players took the points of all her thumpers and plotted them on a map of Tyria.

The x’s are the major powers. Vigil, Priory, Whispers and Lions arch from the looks of things. Their base locations anyway.
I wonder how much of this stuff existed before the fan theories and maps and how much of it is put together in response to fan theories to play along.
The X’s are on Vigil Keep, Durmand Priory, and Wisper’s Hideout.

A bit of speculation — those arrows are all coming from locations (or supposed locations) of the remaining elder dragons. This is obviously a stretch.
Kralk in the crystal desert. Jormag in the Shiverpeaks. Primordus in the Maguuma Wastes, northwest of DR (speculated by many). And possibly Mordremoth in the Tarnished Coast.
Arrows follow the dots, dots cover the leylines, dragons follow the leylines. Is Lion’s Arch getting burned? c: I might have to spend my days at the bank in Rata Sum instead.
