Another of Glyph of Renewal
I’m going to go a little further and say that res skills with a 160-second cooldown are only acceptable if they work from defeated, not just downed (as it used to be). Make that functionality PvE-only, if you must, since I can see how it might break PvP/WvW, but a long cast time rally-someone skill is not useful enough to waste a utility slot on otherwise, IMO.
Just roll a Warrior.
It should change to another type of skill IMO. If it was a signet there could be some sort of useful passive use for it, or maybe make the revive a skill on one of the conjures like ice bow.
The only issue with this skill is the cast time, as you stated. Any res skill with a cast time greater than time to stomp will see no use at all. They put a rediculous CD on it to balance its power, then made it completely useless in terms of power.
Ressing dead players is very bad and was one of the few reasons eles were played in pvp prior to the rise and subsequent murder of cantrip eles. This skill was only used when it was bugged, and will not see use again until the cast time is something that isn’t stupid.
right now, its only use is PvE events to res a few npcs at a time. Other than that, its horrible. Cast time is way, way, way too long.
Actually, there are several classes you can res with the glyph pretty reliably (as long as you don’t get interrupted while casting):
Elementalists can Vapor Form
Thieves can Smoke Bomb
Warriors can Vengeance
Mesmsers can use Deception, which I’m pretty certain keeps them within range of Renewal of Earth, and possibly the other attunements’ Renewals as well
So that’s 4/8 classes who, if they know you’re running GoR, can be ressed at range before a stomp. These four classes can also be range-ressed by Engineers running Toss Elixir R if they stay in place.
I would definitely like to see this skill’s cooldown reduced a little, because the versatility of its being a Glyph doesn’t really matter if it’s not available in any of the specific situations you might want to use the thing.
I’m usually running Quick Glyphs anyway, but even traited with that it’s longer CD than Engineer’s res untraited - and while Ranger and Necromancer skills both have longer CDs, they’re also on skills that have passive effects during battle.
Oh, and the underwater version needs reverted, because the recent patch made it require ground-targeting, which... doesn’t work and makes it completely useless.
I agree with the suggestion to not go on cd if the utility fails. I use this skill in some instances within fractal and it is very useful until it goes on cd when it is unsuccessful.

Tbh this doesn’t really make any sense, the problem with revive skills, and this applies to them all really, is the cast time.
Warriors, Engineers, Rangers, Guardians and Necros won’t be able to delay the opponent long enough for you to revive them if the opponent has stability.
Also, if a warrior uses vengeance, you can’t revive him with the skill then anyway.
The same also applies to an ele that is currently in mist form, if the skill lands while they are, they will not be revived.
Thieves and mesmers might accidentally teleport out of range, though your chance of reviving them here is higher than the others.
