with 25 Points in Arcana I get 50% CD Reduction …
Please tell me how much is 50% from 15 ?

assuming you have 30P in arcana that would mean a racharge rate of 160%
-> 15s/1,6=9,4

Op, you are calculating “attunement cooldown reduced by x”, but the trait increases recharge rate by x.
100% recharge rate = 1 swap/15 seconds
20% faster recharge rate —> 120% recharge rate = 1.2 swap/15sec or 1 swap/ 12.5 sec
140% = 1.4 swaps/15 sec or 1 swap/10.7 sec
160% = 1.6 swaps/15sec or 1 swap/9.4 sec

Increased Recharge goes by Opposite, Logic of Linearity
Explanation :
If I collect 10 apples , and increase my work by 50%, I will gather 15 apples
15 – 10 = 5 apples removed
10 – 5 = 5 apples GATHERED
If I collect 15 seconds , and increase my recharge by 60%, I will “collect” 24 seconds
24 – 15 = 9 seconds REMOVED
15 – 9 = 6 seconds CD Remaining
Meaning My attunement is 6 seconds , 9 are removed.
It’s same principle, just their Percentage is wrong.

You are increasing the CD by 60% which doesn’t fit the description of the tooltip at all. Like stated before it increases the recharge rate – so you have to calculate with the recharge rate. The recharge rate isn’t 15s it’s 100% or 1s/s
Assuming with 0P you have 100% recharge meaning you lower the 15 CD by 1 each second.
Then with 1P you have 102% recharge rate which will lower the 15 by 1,02 each second.
…
30P you have 160% recharge rate which is 1,6 less per second. Then how many seconds have to pass to get 15 to 0 when 15 is decreased by 1,6 every 1 second? -> 15/1,6=9,4
using your example you would collect 1,6 apples instead of 1 per second. So you can gather 15 apples in less time (9,4s)
edit: still i would appreciate Anet to change this to direct CD-reduction so 20 or even 10P might be enough for PvP.

Don’t think that is overpowered. 6s are useless because of the Skill-CD on weapons, but instead you don’t need the 30P in Arcana just for the reduced attunment CD (if you don’t need the traits) and could specc into other elements and still have ~10s CD.
Its not bugged, if anything its just poorly explained in the description. I’m more likely to believe the little text blurb is wrong than the formulas they use to balance the game because the profession actually works. The buff you are asking for would be overpowering and bad for the game as a whole.
Oh, please don’t mistake me being mad at their poor design and me wanting something.

The arcana description may be misleading, but rate is they key word here, so the recharge rate is working as intended. Plus, attunment swapping is what makes eles fun and unique.
I think Gorni explained that well. Next time, read more carefully before creating such a dramatic post.
Though a 6s cd on attunements would be hilarious and I would die to play like that even for a couple of hours in any sort of pvp, it would be completely out of balance.
Any standard boon duration setup would be instantly given permanent protection simply by switching into earth whenever available. I’m not even going to talk about the other boon on attune bonuses because the perma prot would be the biggest issue.
We already have almost, if not actual, perma swift, vigor and fury, swift at least was balanced with the change of zephyr’s speed+shocking aura, vigor too but can still stack it decently fight, but won’t have the ridiculous 45s still ticking after combat. Regen is up pretty often too, and would be perma after this change
Having lower attune cds would just make us akin to imbagons (gw1, should check it out) just outright stupid good, would instantly ruin all their previous attempts to bring us more in line with other classes while still letting us keep up all the things that make the build work. It would send everyone in the community on an ele ogre hunt and though we have layers, i’d rather not see any more peeled away
