I’m seeing none of the effects explained in the tooltip with these traits active. Can anyone confirm they are broken?

Is there an official ‘Known Issues’ thread for all professions so players are not wasting their time on building out their character traits with stuff that’s still broken even after all the patches?

windborn dagger is broken (and also useless since speed bonus don’t stack and u have lot of way to achive a 25%+ speed)

for arcane energy it worked right list time I checked…
