Always been that way. It increases the recharge rate, not decreases the cooldown (like other similiar things).
So you get 16*.6=9.6
(Base Recharge) / (Recharge Modifier) = (15/1.6) = 9.375 seconds.
Or, you could take (Base Recharge) * (Recharge %) = (15*0.6) = 9 seconds.
I’m not quite sure which one they use, but both of those produce fairly accurate results as to what it currently is in-game. Remember calculations like this are multiplicative and not additive, as additive would mean it decreases the recharge by 60% from the standard value (in other words to something alone the lines of 4 seconds).
The 16*.6 doesn’t really make sense because if you put a smaller number of points in to get 40%, then the cooldown doesn’t become 16*.4 as that would make it much smaller than 16*.6
The (Base Recharge) / (Recharge Modifier) equation does make sense, however.
I still wonder why they didn’t make it the same as how other similar descriptions work (such as the traited 20% increase to Glyph recharge, which will straight up turn a 25 second cooldown into a 20 second cooldown).
Good catch there, I feel ever since doing multivariable calculus and Diff Eq my generic math skills have all but vanished completely. As to your question, beats the hell outta me, I’ll just sit back and watch the overlords drive their own game into the ground. I’ve done my part to help on more than one occasion; no sense wasting effort anymore.
