Does this no longer count towards weapon swap on a sigil?

I know before I had Superior Sigil of Battle so when I swapped attunements I’d get a 3stack of might. I now notice this doesn’t happen.

Was this patched or nerfed?

I haven’t used my staff in months so hadn’t had a chance to really notice until now.

only works in combat?

Weapon swap runes only work if fighting.
Try to fall from a cliff or kill a rabbit and test it.
