Best all around weapon(s)?
The best weapon ever is your determination and your will to learn about when to use each of the nine weapons we can use as elementalists

In PvE every weapon is great, in PvP, we have some builds that are better than others, and fit different playestyles.
The D/D build is usually the bunker cele meta build that focuses on survivability with decent damage.
D/F , F/S , F/D are usually fresh air builds that focus on burst more than anything else.
And Staff is something like a backline supporter type weapon, with which you can hugely influence the flow of battle with your big aoe’s , support and CC, as long as you aren’t left alone to get eaten by that pesky thief.

Wait.
Sceptre is bad in PvE, it is only used for burst might stacking, but then it needs to be replaced by a conjured weapon. Speaking of which, the shield and the axe are of little to no use.
The OP did not ask about PvP, Lawful would you please stop mixing these two game modes???
Anyway, “F/S” and “F/D” do not exist, and staff is not a backline supporter: it is a point stander and you can perfectly 1v1 thieves and win.
Gah!

Although I would classify it as PvP in a way, most people assume it is PvE. I mean like you hit doors most of the time anywyay so …

Well its a mix of both with higher costumizable stats available, than actually sPvP.
When people talk about WvW or make WvW videos, they mean and record PvP, not how they kill gates, lol.
My two cents, I do PvE and WvW sometimes, and dungeons sometimes.
- Staff is a great all-around weapon, it is (allegedly) highest PvE DPS choice, and in WvW you can get many bags by dropping a timely Meteor Shower on a zerg. It is quite safe, because you stay at long range.
- D/F, once you learn it, is awesome because you charge in and just start whaling on things like there is no tomorrow. You have to learn to use the survival tools and dodge and kite, because one swing can flatten you.
I leveled strictly with staff. I am still learning D/F. I find that D/F is just WONDERFUL in lower-level open world PvE because you just melt everything before it can properly hit you. In level 80 areas like Orr you kinda have to pay attention.
I tried scepter as well and it was meh.
I tried D/D also and I just don’t have the reaction time for it (I’m old). I miss D/F’s survival utilities.
So to sum it up, staff is a great safe bet, but also learn D/F for greater versatility.
I use 6/6/0/0/2 build when I run D/F. I miss out on extra DPS from Stone Splinters, but I like the perma-vigor from Renewing Stamina.
I use 6/4/0/2/2 when I run Staff, because again I’m old and like some additional survivability when I’m in Water attunement.
