It’s just practice. Even reading a guide isn’t enough at the start. Nothing can substitute playing around with your character and trying various traits, skills, stat combinations and applying them to different situations. After that, proficiency will come. If you still want to look at guides, they will be useful at this point – once you have an understanding of the class mechanics and roles you can fulfill. Or you can proceed to construct your own build for your own play style. Your build effectiveness can also be affected by what other people in your party are running. Your sister will get the hang of it =P.
Having not played an elementalist which really is quite a diverse class with a larger learning curve than most other classes, I don’t think you can be expected to help her with a build beyond using your experience to inform her of the things she will have to consider in particular scenarios. For example where condition removal is a must, where going glass might be difficult, and being made aware of strategies for dungeons/bosses can strongly influence a build choice. It’s nice that you want to though. Perhaps roll one and learn it together; you might like it too =P.

I couldn’t agree more about practicing and getting to know the class. Thing is, she’s nearing max level so I want her to start practicing with various builds to see what she might like to do with what’s already out there. We’re both noobish enough to not be able to make our own builds from scratch yet (although I’m getting better at it and have been modifying one). And thank you for your opinion on my ability to help her. I agree, I don’t think I will be able to help her, since I’ve never played it and am too invested in my current low-level character to roll a new one currently. I’m mostly looking for some suggestions to point her in the right direction. She’s smart enough to figure out the builds on her own without my help
