Saw this while I was in WvW. This guy could do this constantly and stack these attunements back to back constantly and swap between attunements in like 2 seconds over and over. Never seen an ele I knew do this.

very easily if you have 15 points into arcane he gets the “bonuses of attunements linger for 5 secs.” if you have not switched attunements (aka none of them on cd) and swap between all 3 remaining ones (from whatever attunement you started on). You’ll have all 4 of those buff icons.
just means he swapped through all attunements and didnt cast anything xD
probably to spam buffs on allies.
whats constantly? if hes full arcane he can do this every 10 seconds. on your SS you said he has earth armor on at the same time. Earth armor is a utility skill or 10 points in earth traits it comes up on its own at 50% health.
and theres too many factors in the game for me to comment on 5 people and you didnt kill him.
even more so, if he somehow found a way to bypass the attunement CD, still doesnt mean he has access to all 20 skills at the same time and there still the CDs on the actual skills.
He only has two of the attunement buffs up, now if it was all 4 then I would be suspicious.
Yeah wish I would have gotten him when he had all 4 or had fraps loaded at the time before he ran off. If I see him again I will load up Fraps and upload it and take more screenshots. Only got this one before he took off after some people.

If you’re at 30 Arcane the cooldown is 10 seconds and if you switch between all 4 in order, by the time you get to the fourth attunement the first one is almost off cooldown. So if he wasn’t casting anything then I can see how he was switching quickly. Looking at all the buffs he has up he’s definitely specced for all the boons so it makes sense he’d want to switch to get them. As for the Earth Armor thing, aside from it being a trait like another poster mentioned, it’s just a normal Utility skill. So you can pop that at any time regardless of what attunement you’re in.
Edit: Here I just tested it. I only have 20 points in Arcana and I can get all 4 up at once. Granted they’re only up for a few seconds before I have a 5 second cooldown preventing me from casting another attunement. But at 30 points I can see him doing that, not constantly, but certainly a lot. I’m not sure how effective it would be outside of just being a buff bot, but it’s feasible:
Attunement swapping is instant, so can be done in the middle of casting another skill (with 15+ arcane). Allowing you to cast 1-3 spells in the 2-3 seconds you spend in each attunement.
But kitten it’s hard to keep going that way. I always feel like a whirling dervish doing it. It also takes a lot of skill to pick and aim the right spells.
Some weapon sets (scepter/x in earth for example) don’t have enough abilities to cast the second time around, so all you get from going into that attunement is 1 auto-attack.

With an arcane build and a player who switches attunements constantly, you will see a lot of stacked up attunments and their respective bonuses. If they have increased boons I can understand why they might have such strong survivability from boons provided by switching.
Really off topic here, but what armor skin are you using, Leiloni? it looks really cool.
Mine is the Rare 80 set (working on an Exotic but I’m a new 80 so that will take time). But I believe the skin itself is available at varying levels if you use the Insignia recipes bought with Karma from the Tailoring NPC (it’s not one of the auto-learned Insignias).
