Cleansing Water + Inscription + Dwayna Runes
Same problem here. Might be a bug, not the first one though
Pretty sure they added an ICD on Cleansing Water when they messed with Diamond Skin.

OP, in your current set-up I believe that you should be cleansing 3 conditions when using Glyph of Elemental Harmony in conjunction with Inscription, Dwayna 6, and Cleansing Water. There are some things to check in regards to this being a possible bug, and if it is you should post it to the bug forums.
- Does GoEH remove 2 conditions in conjunction with Cleansing Water and Inscription? There was some to-do when the ICD on Cleansing Water was implemented making it so that it only cleansed 1 condition rather than 2. While this should only apply to PvP, it would be good to double check to see if it was working correctly in PvE.
- Does the Dwayna 6 bonus actually remove a condition in conjunction with Cleansing Water? This is mostly a check to see if rune bonuses don’t trigger all traits it seems they should. (Aura traits would be an example of this.) Secondly this test should not use GoEH, rather is should use a healing skill that does not produce regeneration naturally. (Alternatively you could cast GoEH in an attunement that isn’t water)
There have been strange interactions when combining traits onto specific skills, so testing these separately might change the results. (maybe…its weird)
The dwayna runes don’t proc the trait, I’ve tested this before - runes are pretty inconsistent with functioning alongside traits.
It definitely worked with Inscription in the past, though - so I’ve got no idea what you’ve got going on there.
I posted this problem on the bug forum because I noticed it as well on my staff ele. The post was summarily buried and ignored.
Dwayna Runes just don’t proc Cleansing Water, for some reason. I do not know why, it’s dumb. It should. Report it as a bug.
Also, for some reason, Inscription + Glyph in Water Attunement seems to just grant one gigantic chunk of Regeneration, rather than applying Regeneration twice, is my guess. I’m not sure why it does it this way. It also seems like a bug.

kitten , someone told me this did work, so I just assumed it did. Oh well.
It has an internal cooldown of 5 seconds, so when it procs from 1 regen source it doesnt from the rest, so you only lose 1 condition, but I think they will change that with the new patch

This should only apply in PvP currently, PvE should still have no cooldown associated with it.

We can hope that with the PvP revert (the ICD is getting removed), and with the rune update, it’ll be possible to proc CW on rune-based regen, too.
