After just coming back to the game this week, I noticed that I almost never see my favorite D/D ele anymore in ranked PvP. Is this build just dead these days or is PvP so based upon what the META is that there isn’t a place from them anymore?

Both. Most builds from the core class are obsolete to the specializations. And also the build is dead since the removal of celestial.

I play D/D still it does well, it is a pain that the Aoe CC it provides can be nullified so easily

d/d requires good heals/toughness to soak up dmg, which is kind of lame IMO.

It also sort of does crap dmg with out great offensive stats as well, in order for d/d to come back with out celestial amulet coming back d/d needs:

-ways to block damage via skill usage.

-might stacks

I still play d/d tempest and the d/f wonders why they lose haha

If you play some exotic, more offensive ele people often wonder why they loose.
The revenant fighting my S/F build today also had a bad experience unless he enjoyed a challenge and dying to bleeds XD. I think if you can realy play ele, d/d will work but you loose the emergency button/savestomp (on 33 sec CD!) from focus which is huge.
