D/D Ele build *Opinion*
The 2 top tier heals for ele are Signet of restoration and Ether Renewal, forget about the glyph. Utilities are almost spot on, but I’d probably change the mist form to Armor of Earth. Elite should be either the Glyph or the FGS for extra mobility – it is OP for disengaging as well.
This one is the most popular D/D setup, it’s hybrid – decent condi / power dmg and is fairly tanky.
For condi I’d recommend D/F with signets but it’s not as viable as the D/D.

witcher doesn’t know what he’s talking about regarding the glyph; it’s a good heal. It’s solid for any build that invests heavily in water/arcana. The regen from water attunement gives it a high healing per second, it isn’t hard countered by interrupts as much as ether and the choice of boons gives it versatility.
The only arcana traits worth using are renewing stamina, elemental attunement, evasive arcana and blasting staff. Your other traits are acceptable.

If your goal is to make this a condi d/d ele, I personally would stick with the meta celestial amulet. You lose direct condi damage, but you gain sustain, which is important to a condi build – you have to be able to outlast your opponent so your conditions can actually wear them down. Also, the stats you gain from cele ammy let you use traits like Burning Precision in Fire (you only have 5% precision with the carrion amulet so…it would probably not do much for you as is) or Strength of Stone (you have sub-2k toughness) etc. If you wanted to move your traits around, I’d drop from 6 to 4 in water and swap to Cleansing Wave so you still have easy condi clear.
As far as Arcane, I agree with Tei / the meta, the benefits of Renewing Stamina / Elemental Attunement / Evasive Arcana are just way better than the ones you have right now. Arcane surge doesn’t even make sense your build right now because you don’t have a single arcane skill equipped?
Also, you don’t have any sigils chosen…I don’t know if that was an oversight or you just weren’t sure, I suggest Doom & Geomancy.

Traits: I kept it at 2/0/0/6/6 but I can change it to 4/0/0/4/6 instead to get Ember’s Might for burn to last longer
Fire:
IV: Spell Slinger or could be swapped for III. Ember’s Might
Water:
III. Cantrip Mastery
IX. Soothing Disruption
X. Cleansing Wave
Arcane:
II. Renewing Stamina or could be swapped out for VI. Windborne Dagger(maybe)
VIII. Elemental Attunement
XI. Evasive Arcana
As for the Sigils not being chosen, it was because I was uncertain which ones to pick or would benefit my build.
The reason in which I chose to have the glyph instead of the signet was because of the bonus to gaining a boon when used. As for the three utility skills, Cleansing fire for me was a no-brainier since it cures three conditions and applies burn on nearby enemies. Lightning Flash is there for easy escape in dangerous situations or for chasing with this coupled in with ride the lightning. Mist form over Armored of Earth is for when I need to take down people without being interrupted.

I gave actual reasons why the heal is good and your retort amounts to “it isn’t popular.” If you can’t come up with an actual reason for thinking the heal is bad, you should probably change your opinion.

I’m a fan of hydromancy sigils for scepter or dagger builds. It’s one of the few sigils that helps your offense and defense.

It has a rather long cast time which means it can be interrupted, unlike the signet. The boons aren’t good enough (yes the regen is nice but eles already have ~perma regen from the cantrip trait, soothing wave and attuning to water). What matters is that this skill is no longer being used and that doesn’t happen without a reason.

If there aren’t enough players interrupting ether renewal to make it a bad choice, you shouldn’t be having issues with the glyph. If you already stack regen traits, you just pick another boon. Protection and swiftness can easily be worth more than 2k extra hp anyway. You can also just take other traits. There are reasons the glyph isn’t widely used but that doesn’t mean they are compelling reasons. There are reasons I don’t use the signet ever, but that doesn’t mean it isn’t viable.

So, Basically there’s nothing wrong with this build and can be used in a sPvP match even with the slight changes to the original meta build? The traits for the build is acceptable as well as the utility skills?
