Q:

About 60% of the time when I use this skill it does not throw the projectile and/or if the projectile is thrown it does not always leap. Is this a glitch or just an issue with lag?

FYI: this is not a matter of some dodging the projectile.

How does the community feel about Anet making this skill just a leap and do away with the rock throwing?

the rock throwing is excellent for range immobil, also as a projectile finisher. REALLY helps d/d when you have a p/p thief or rifle warrior and they try to kite them around. I think its simply lag on your end.

It’s always been a “clunky” skill. You have to be facing your target relatively well, and they can’t leave the “cone” of valid targets for the initial few fractions of a second. I used to record all my fights and got curious about why the skills sometimes failed to work. More often than not, it was because I was not facing the target, even if my camera was.

Like Marmatt said, the immobilize on it is, in my opinion, more useful than the leap. Wouldn’t change it, but I would love to see the elementalist face the target before casting so it always lands in the correct direction (think Ride the Lightning with a target that is behind you).

It’s a projectile finisher, the skill then allows you to activate a new skill that has a leap finisher after it has connected on an enemy. If it does not connect, you do not have access to the leap.

Like nearly all projectiles it can be avoided by moving left and right without dodging.

You could stop all movement and the ai will position the angled shot for you, but if you are moving, you limit the possible range where it can actually hit.
