Deathly Chill
Considering the superior rune of the elementalist, it would fit the theme/class. I always thought ele had poor access and synergies with chill. Chill should be our baseline survival mechanic.

Actually that’s not entirely the case any more, OP. Signet condi/hybrid ele is very powerful right now and in development. The upcoming changes will likely spur a new meta signet condi build. While damage chill would be interest and nice, I think ele is going to get buffs to condis in other ways.

I’m sorry, I should have specified. I was referring to PvP (not wvw roaming, duels, or pve). Condi ele (the condi signet build) is a tanky build that lacks support, cleanse, any way to mitigate burst damage outside of obsidian flesh, and any way to truly cover your important condis. You more or less end up slowly burning your enemy to death and winning the war of attrition.
My point is that, condi ele has NEVER been seen even close to high-tier pvp b/c it just lacks access to enough damage condis to compete. Look at engies and necros, the kings of condi builds – these guys can apply lots of damaging conditions quickly, and cover them by spamming out the other conditions too.
Of course ele will come up short when compared to kings of condis, they’re the kings for a reason. Ele is and always has been a power and hybrid class. In terms of conditions ele will always be hybrid at best. You’ve already shown you know where to go for the condi classes. Condi ele is viable sure, but when you’re talking about the highest level competitive play, a class will always play to its strengths. It seems to me like you want ele to cater to something you’re looking for when other classes already fill the role, instead of simply rolling one of those classes to get your fix.
At any rate, the reaper sounds more like a gw1 water spec elementalist than an elementalist.

Water Elementalist back in GW1 later era was amazing, I always wonder why Anet skill designer made GW2 Elementalist so….lack….of….personality with jack of trade 4 elements.
Chill condi should have been dealing damage since day1. Or at least, make chill dealing extra damage on Water Traits or Grandmaster trait. (so far only Rune of Ice has that small damage bonus on chilled foe)
I’m hoping Elementalist new skill will favorite on Ice spells more then what we currently have.

Killing moloches in JQ with water spec was likeable.
There were many suggestions about a chill related trait for condi eles indeed, I remember suggesting a trait called “Antipoda” which would inflict a third condi (possible torment) when your foes are burned and chilled at the same time. I feel like any change to condi ele (condi bunker, not that s/f signet build) in pvp has to be carefully thought, as it is a build with no specific counter. I fear that a boost might end up turning it into meta and then bangggg… nerf! I guess all we can do is wait for HoT….
Ele should just have torment on chill. This is how the mob condition (frost bite) works and fits the ideal of it being painful to move when your cold.

I’d like to mention that it’s quite likely ele WILL get something, but not from Tempest. I’d imagine whatever water spec they come out with will have some chill buffs. It’s unfortunate that we have to add it to our ‘still waiting’ list among a great many other things, but one day…
